A roof takes the full weight of the monsoon and the full heat of summer, and it moves between the two. That movement is what opens hairline cracks in the slab, and those cracks are how water gets in. By the time a damp patch shows on the ceiling below, water has usually been sitting in the slab for a while.
Waterproofing a roof is mostly preparation. The surface has to be cleaned back to sound concrete, cracks cut and filled, junctions and drain mouths treated, and only then coated. A coating laid over dust, loose plaster or a live crack fails at exactly those points, which is why a roof often leaks again in the same spot after being "done".
